The main varieties of scientific misconduct are fabrication, falsification, misquoting and plagiarism. Considering the "improvement" of fraudulent skills, scientists, editors, and authorities must jointly combat the misconduct. Also, it is important that whistleblowers must be protected from revenge. The response to scientific misconduct requires national and international bodies to provide leadership and guidelines. Whistleblowers need a safe, confidential place to report misconduct. The quality of research and hidden conflicts of interest should be taken into account deciding which studies are to (...) be included into reviews. Forged publications and speculative theories have been used for promotion of drugs, dietary supplements and treatments without proven effectiveness. Marketing of placebos in the guise of evidence-based medications seems to be on the increase. Patients can be misinformed not only by the advertising but also by publications supposed to be scientific. Furthermore, it has become usual practice to disregard published criticism in spite of personal communications and debates at conferences. Some scientists seem to make use of critical comments without citing them, or just continue publications ignoring the criticism. The same scientists continue working sometimes in cooperation with renowned researchers; and it is possible that some later articles are more reliable than earlier ones. However, it is insufficient to hope that reliable publications would be shortly confirmed while forgeries would fall into oblivion. Fake papers are misleading for research and practice, cost time and money. Wrong concepts are persisting and reappearing, which may result in useless experimentation and application of invasive methods without sufficient indications. An international cooperation of bona fide scientists, editors and authorities is needed to eradicate the scientific misconduct and fraude in medicine. The book contains an overview of misconduct in medical research and practice mainly from the former Soviet Union. Ample documentary evidence is provided as illustrations. (shrink)

Coronavirus disease 2019 (COVID-19) first appeared in China in late 2019 and since then it has become a pandemic. Various countries, in accordance with their cultures, have adopted different approaches to deal with the spread of this disease. The dimensions of this disease and its global spread are such that it will certainly have enormous effects on various aspects of human life for many years. One of these issues is examining the approach of religious countries in dealing with this crisis. (...) The issue of science and religion is one of the main issues in the philosophy of religion. A historical event that human society is struggling with today is the COVID-19 crisis. The issues of religion and science were intertwined during the COVID-19 outbreak, contrary to what some thought. This shows that the opposition between religion and science is not real but aims to attack religion without a valid reason. Given the importance of the subject, this article addresses two aspects of people’s exposure to religion during the COVID-19 period. On the one hand, the researchers’ field observations indicate that group of citizens has turned towards religious teachings since the beginning of the COVID-19 crisis. On the other hand, another group of citizens have distanced themselves from religiosity, raising the duality of science and religion.Contribution: This article describes the dual attitude of citizens towards religiosity due to the occurrence of COVID-19, which has not been previously considered in research. Together with microtubules and actin microfilaments, ∼11 nm wide intermediate filaments (IFs) constitute the integrated, dynamic filament network present in the cytoplasm of metazoan cells. This network is critically involved in division, motility and other cellular processes. While the structures of microtubules and microfilaments are known in atomic detail, IF architecture is presently much less understood. The elementary ‘building block’ of IFs is a highly elongated, rod‐like dimer based on an α‐helical coiled‐coil structure. Assembly of cytoplasmic IF proteins, such as (...) vimentin, begins with a lateral association of dimers into tetramers and gradually into the so‐called unit‐length filaments (ULFs). Subsequently ULFs start to anneal longitudinally, ultimately yielding mature IFs after a compaction step. For nuclear lamins, however, assembly starts with a head‐to‐tail association of dimers. Recently, X‐ray crystallographic data were obtained for several fragments of the vimentin dimer. The article is devoted to the consideration of the relationship of T. Kuhn (and his followers) with representatives of the school of internal realism. Theses of the article: Kuhn’s teaching does not contain an unambiguous understanding of the basis on which ideas within the paradigm are acceptable to a scientist; post-Kuhn discussions in the field of epistemology of scientific knowledge acquire not historical, but “human” character; they are conducted around the concept of “rational acceptability”; theoretical positions as epistemological anarchism, similarly, (...) internalism can equally be deduced from Kuhn’s teaching; the essentialist program of internal realists is excessively focused on criticizing the relativistic consequences of the doctrine of the paradigm; the revealed contradictions of Kuhn’s relativistic and internalist receptions prompt rejection of both these receptions. It is shown that Kuhn’s theory initially disposes to its transformation into a more consistent one in two ways: either due to radical antirealism, or due to an internalist approach, when its own epistemology is built within the framework of the paradigm with a mandatory definition of what is considered real and objective. Rational acceptability regulates the “value” aspect, i.e. preference for a certain theoretical model. Conclusions of the study: in internalism, the idea of the intersubjective nature of scientific knowledge is not lost; rational acceptability in internalism plays a restraining role in relation to the individual wills of scientists, acting as a collective form of intentionality that precedes any private scientific research with epistemological prerequisites; the criterion of rational acceptability is conservative, since it allows us to restrain the tendency of any language to lock itself in its own context; rational acceptability in internalism successfully balances between dogmatism and skepticism; the realistic and rational nature of the concept of “acceptability” allows us to reject the relativistic thesis about the closeness of science within a particular paradigm and assume that there is always “not-paradigmatic” component, rooted in the philosophical understanding of science. The purpose of the present study was to examine the role of empathy and personality traits in attitudes about the treatment of animals in 241 undergraduate students. The research is devoted to the study of the phenomenon of spiritual culture of Modern times - creationism. Authors analyze the causes of creationist teachings, as well as develop a classification of forms of creationism. As such, the following are distinguished and analyzed: biblical creationism, scientific creationism, theological evolutionism, teleological creationism, alterism, missionary creationism. Biblical creationism is a literal understanding of the texts of the Bible relating to the creation of the Earth and man. Scientific creationism is an attempt by (...) individual scientists to combine scientific knowledge with religious beliefs. It gathers scientific evidence in favor of the biblical narrative, and, at the same time, rational arguments against the scientific theory of evolution. On the contrary, theological evolutionism, especially in the form of concordism, tries to reconcile the scientific and religious view of evolution. This is achieved through the interpretation of Biblical symbols through modern scientific concepts, or by the creation of a new pseudo-religion (for example, Teilhardism). Teleological creationism, in the modern form of Intelligent Design theory, popular in Western Protestantism, using the data of natural sciences, criticizes the foundations of the theory of biological evolution, thus demonstrating the gap of natural causality in order to justify the supernatural purposefulness of the Universe. Alterism asserts that the very nature of the world before original sin was different, therefore, the current knowledge of nature cannot correspond to the original plan of God reflected in the Bible. For the first time, highlighted and explored in this work, missionary creationism seeks to interpret the Bible from the point of view of concepts of modern science in order to bring a person with an already formed scientific picture of the world to faith. It is shown that most of the above forms demonstrate a pseudoscientific or pseudo-religious essence. The authors make an assumption about the origins of creationist teachings rooted in the introduction of elements of Neoplatonic philosophy into Christian teaching. The seeming contradiction between science and religion in understanding the evolution of nature finds its explanation through the disclosure of creationism's claim to understand the world as a "thing in itself". Vietnam is a country with many spiritual beliefs that reflect the values of its inhabitants, being an important component of their traditional culture. A special place is occupied by faith in the Mother Goddess. This kind of beliefs, which is completely unique for Vietnam, has a long history and emphasizes the feminine principle through the image of a woman with the power and ability to create, enrich and develop everything that exists. Faith in the Mother Goddess reflects the values and (...) high human qualities of the Vietnamese, and it has been recognized by UNESCO as an object of representative intangible cultural heritage of humanity. Confucian ethics was adopted in Vietnam, but it was influenced by the Vietnamese belief in the Mother Goddess. The cult of the Mother Goddess also had a great influence on the ideas about the role of women in society. The study analyzes the origins, features and values of this cult and indicates its influence on the Vietnamese Confucian ethics. It is established that the activities of the worship of the Mother Goddess contribute to strengthening the sense of community of the Vietnamese nation. In connection with the development of Confucian ethics within the framework of Vietnamese culture, the attitude towards women has changed to a more humane and open one. In modern times, the cult of mother worship has acquired secular features and can be seen as a sign of gender equality. (shrink)

We analyze the concept of correlated equilibrium in the framework of two-player two-strategy games. This simple framework makes it possible to clearly demonstrate the characteristic features of this concept. We develop an intuitive and easily memorizable test for equilibrium conditions and provide a complete classification of symmetric correlated equilibria in symmetric games.

This work presents the two surviving letters preserved from the extensive correspondence of V.E. Sesemann, a professor of philosophy at Vilnius University at the time (1961), and B.D. Dandaron, a Buddhist teacher who was a researcher at the Buryat Integrated Research Institute at that time. The letters discuss the authors’ current work and creative plans, as well as everyday life and resettling after release from prison in 1956. In his letter, B.D. Dandaron devotes significant attention to a list of literature (...) that he was using in writing a study on aesthetics and/or that was mentioned in the records of the lectures of V.E. Sesemann in the prison camp. The letters give some idea of the nature of the relations between the correspondents and the areas of their research interests. The publication is preceded by a preface, which offers reflections on the context of the appearance of lectures on aesthetics that formed the basis of B.D. Dandaron’s research interest in this issue. The preface also provides context on the prison camp “seminar” on philosophy, in which the correspondents were active participants. V.E. Sesemann lectured on a wide range of areas in Western philosophy, including aesthetics, the history of philosophy, and philosophical anthropology. B.D. Dandaron lectured on the philosophy and practice of Buddhism. B.D. Dandaron’s particular interest in aesthetic issues was due to the fact that in the system of Buddhist teachings he developed, he paid great attention to the development of emotional intuition (associated with aesthetic perception) as an intermediate link between the rational intuition inherent in every person and the emotional-mystical intuition developed during yogic practice. We describe our explicit Lorentz-invariant solution of the Einstein and null geodesic equations for the deflection experiment of 2002 September 8 when a massive moving body, Jupiter, passed within 3.7’ of a line-of-sight to a distant quasar. We develop a general relativistic framework which shows that our measurement of the retarded position of a moving light-ray deflecting body (Jupiter) by making use of the gravitational time delay of quasar’s radio wave is equivalent to comparison of the relativistic laws of the (...) Lorentz transformation for gravity and light. Because, according to Einstein, the Lorentz transformation of gravity field variables must depend on a fundamental speed c, its measurement through the retarded position of Jupiter in the gravitational time delay allows us to study the causal nature of gravity and to set an upper limit on the speed of propagation of gravity in the near zone of the solar system as contrasted to the speed of the radio waves. In particular, the v/c term beyond of the standard Einstein’s deflection, which we measured to 20% accuracy, is associated with the aberration of the null direction of the gravity force (“aberration of gravity”) caused by the Lorentz transformation of the Christoffel symbols from the static frame of Jupiter to the moving frame of observer. General relativistic formulation of the experiment identifies the aberration of gravity with the retardation of gravity because the speed of gravitational waves in Einstein’s theory is equal to the speed of propagation of the gravity force. We discuss the misconceptions which have inhibited the acceptance of this interpretation of the experiment. We also comment on other interpretations of this experiment by Asada, Will, Samuel, Pascual–Sánchez, and Carlip and show that their “speed of light” interpretations confuse the Lorentz transformation for gravity with that for light, and the fundamental speed of gravity with the physical speed of light from the quasar. For this reason, the “speed of light” interpretations are not entirely consistent with a retarded Liénard–Wiechert solution of the Einstein equations, and do not properly incorporate how the phase of the radio waves from the quasar is perturbed by the retarded gravitational field of Jupiter. Although all of the formulations predict the same deflection to the order of v/c, our formulation shows that the underlying cause of this deflection term is associated with the aberration of gravity and not of light, and that the interpretations predict different deflections at higher orders of v/c beyond the Shapiro delay, thus, making their measurement highly desirable for deeper testing of general relativity in future astrometric experiments like Gaia, SIM, and SKA. Vladimir Sergeevich Solov'ev was born on January 16, 1853, into the highly educated family of the outstanding Russian historian Sergei Mikhailovich Solov'ev. Solov'ev received his secondary education in the Fifth Moscow Gymnasium, and his higher education at Moscow University. At first Solov'ev studied in the Faculty of Physics and Mathematics. After three years and eight months there he left the university, but a few months later he stood his candidate's examination for the full university course in the Faculty of (...) History and Philology. At the same time as he was preparing his candidate's examination he audited lectures on theological and philosophical issues at the Moscow Spiritual Academy. (shrink)

This article addresses the famous 1910 debate between Vladimir F. Ern and Semyon L. Frank centered around the problem of identifying the distinguishing features of Russian philosophy. The debate was a continuation of Ern’s debates with Russian philosophers associated with the international journal Logos (Sergei I. Hessen, Fyodor A. Stepun, Boris V. Yakovenko, and others). The author shows that Ern’s understanding of an original Russian philosophy is organically related to his overall philosophical doctrine. As for Frank, his views during (...) the 1910s on the distinguishing features of Russian philosophy were different in nature. It is worth noting that in the 1920s articles written during his émigré period, Frank’s views on the distinguishing features of Russian philosophy undergo a decisive change. Frank’s new ideas about Russian philosophy turn out to be extremely close to those of his late opponent, both on the whole and in the details. At the same time, Frank’s overall philosophical views do not undergo as dramatic a change and develop in a fully evolutionary mode. The author attempts to identify the reason for these changes. Although equal in power to other facets of the rich cultural ferment of modern Russia that have profoundly influenced Western civilization—such as painting, literature, drama, and politics—the authentic legacy of twentieth-century Russian philosophy has until recently been eclipsed by Soviet ideological dominance. Of the important philosophers drawing upon the characteristically Russian synthesis of Ancient Neoplatonism, German Idealism, and Byzantine spirituality, Sergei Bulgakov is outstanding, and his work has important implications for our contemporary thinking about the relationship between humanity and (...) nature in an age of environmental crisis. Overcoming the objectivist stance toward nature consolidated by Descartes and ensconced by Kant, Bulgakov anticipates not only many existential and phenomenological thinkers in the West—especially Heidegger—but also current ecological sensibilities, by showing the ontological status of humanity and nature as profoundly interconnected, especially through his understanding of nature as “household.” Beyond this, he elucidates a normative, “thoesophianic” character of nature corresponding to Plato’s “world soul,” the Renaissance natura naturans, and Heidegger’s “divinely beautiful nature” which is best revealed not by science and technology, but by the aesthetic and contemplative energies of a humanity whose essential interconnection with nature is shown most profoundly by means of this mode of revealing itself. In response to Anderson and Arzyutov’s paper, I argue that ambiguities in the Russian social-scientific concept of “etnos” reveal its place in what I call a “field style” for thinking and doing science. Tolerance for ambiguity is, I suggest, a methodological strength of the field sciences. I support these reflections by also addressing the etnos concept’s origins in the complex history of Ukrainian nationalism.

This article uses the personal diaries and memoirs of Archpriest Sergius (Sergei) Bulgakov to examine the circumstances of his expulsion from Bolshevik-occupied Crimea in late 1922. At the time, he was rector of the Alexander Nevsky Cathedral in Yalta. The expulsion of Fr. Sergius was part of a large-scale operation to expel the humanist intelligentsia, who did not fit within the ideological contours of the new government. We will examine the political aspects of the condemnations of Fr. Sergius’s doctrine (...) of Sophia, the theological development of which he began in exile. We will also examine aspects of Fr. Sergius’s attitude to monarchy and his belief in the “white tsar,” noting that Bulgakov’s position as an émigré could hardly be characterized as monarchical. Sophiology may be the political equivalent of ecclesiastical democracy, of faith in the ecclesiastical people and the Christian community, which was alien to the conservative monarchism of Orthodox believers abroad, centered in Serbia’s Sremski Karlovci. We will examine the circumstances of the church’s condemnation of Fr. Sergius, which took place against the context of canonical uncertainty, and we will touch upon some aspects of the contemporary reception of Sophiology in Russia in a political context (V. Neuroscience has established several brain pathways that process visual information. Distinct neural circuits analyze body appearance and movement providing information about the person’s cognitive and emotional states. The activity of the pathways depends on the salience of visual stimuli for the organism in the given circumstances. Since ballet performances are not among the crucial events for the viewer’s organism, not all viewers perceive and interpret bodily signs that express the mental state of the dancer. Treatment of the dancer as close (...) other activates the neural circuits that elaborate emotions, this enables the viewer to feel the internal state of the dancer and enrich the interpretation of the scenic action. In 1933 Godel introduced a calculus of provability (also known as modal logic S4) and left open the question of its exact intended semantics. In this paper we give a solution to this problem. We find the logic LP of propositions and proofs and show that Godel's provability calculus is nothing but the forgetful projection of LP. This also achieves Godel's objective of defining intuitionistic propositional logic Int via classical proofs and provides a Brouwer-Heyting-Kolmogorov style provability semantics for Int which (...) resisted formalization since the early 1930s. We describe a general logical framework, Justification Logic, for reasoning about epistemic justification. Justification Logic is based on classical propositional logic augmented by justification assertions t: F that read t is a justification for F. Justification Logic absorbs basic principles originating from both mainstream epistemology and the mathematical theory of proofs. It contributes to the studies of the well-known Justified True Belief vs. Knowledge problem. We state a general Correspondence Theorem showing that behind each epistemic modal logic, there is a (...) robust system of justifications. This renders a new, evidence-based foundation for epistemic logic. As a case study, we offer a resolution of the GoldmanRed Barns in Justification Logic. Furthermore, we formalize the well-known Gettier example and reveal hidden assumptions and redundancies in Gettier’s reasoning. (shrink)

In this paper individual proofs are integrated into provability logic. Systems of axioms for a logic with operators “A is provable” and “p is a proof of A” are introduced, provided with Kripke semantics and decision procedure. Completeness theorems with respect to the arithmetical interpretation are proved.

The article proceeds from the concept of understanding local government in Russia as a projection of the potestar (pre-state) organization of public life, which transforms under the dominance of methods of state organization of public life, but retains its influence as the essential core of political and social interaction between people. The existing complex «state-municipal» mechanism for exercising power at the local level largely determines the forms and nature of political actors’ interaction at the regional level. State authorities, which are (...) focused on the totality of their own administrative influences, have not yet succeeded in fully integrating local self-government into the general public space of responsibility for powers, since local power is unbuilt initially on the principles of autogenesis, autochthony and autonomy. The current situation contributes to the archaicism of a part of social relations. For some time now, to work in the multidimensional reality of society, the authorities have begun to need analytical models to understand what is happening. As an explanatory theoretical basis for the modes of existence of local authorities developed and described by the author in the current stage of development of Russian statehood, a modal methodology is used, supplemented by the results of constructing model-oriented political ontologies, which reflect the aggregates of the layers and actors of the municipal sphere of sociopolitical reality at the regional level that are actually and actively present in the Russian society. The author is interested in searching the patterns that operate in the environment created and cultivated by the organizational and activity efforts of state structures against the background of sociocultural and other characteristics inherent in the regions. Possible working models for the needs of public administration arising from the modes offered by the author are still under development, since the reform of constitutional rules proposed by the country’s leadership raises the question of new forms of organizing the continuum of coexistence and interaction of local and state authorities in Russia. The article outlines the main research lines that indicate a number of features and reference points of the author’s approach in understanding the relationship between local government and municipal government, which may serve as an occasion for a new circle of discussions of specialists interested in the prospects for the development of political potential in the Russian municipal environment. Justification Logic provides an axiomatic description of justifications and delegates the question of their nature to semantics. In this note, we address the conceptual issue of the logical type of justifications: we argue that justifications in the logical setting are naturally interpreted as sets of formulas which leads to a class of epistemic models that we call modular models . We show that Fitting models for Justification Logic naturally encode modular models and can be regarded as convenient pre-models of the (...) former. (shrink)

Historical entitlement theories of property rights, which claim that individuals can acquire moral property rights over natural resources by appropriating them, traditionally face a strong objection: it is widely implausible that a single individual can unilaterally impose duties on everyone around him and yet, apparently, this is exactly what such theories allow. In this essay, I argue that the same problem appears in all other theories of distributive justice and if this problem was a reason to reject historical entitlement theories, (...) it would also be a reason to reject all rival theories. Which means that as long, as one is committed to any theory of distributive justice at all, she, at the risk of inconsistency, cannot rely on the aforementioned objection to criticize historical entitlement theories. This paper introduces a theory of ownership that is rooted in Israel Kirzner’s theory of entrepreneurship – The Entrepreneurial Theory of Ownership. Its central idea is that natural resources are not available to us automatically as other approaches to justice implicitly assume. Before we can use a resource, we need to do preparatory work in the form of making an entrepreneurial judgement on it.
